California Immigration Lawyer Who Scammed Immigrants Pleads Guilty to Grand Theft

Yehlen “Mary” Dorothea Brooks, 53, a Stockton, California-based immigration lawyer, admitted to scamming money from at least 100 immigrants for the promise of citizenship, work permits, and asylum. Brooks pleaded guilty to fifteen counts of grand theft before the San Joaquin County Superior Court and will serve five years in prison and pay $371,709 to her victims. Brooks was already disbarred from the Kansas State Bar in March 2015 but still engaged in unauthorized practice of law without divulging to victims that she was no longer licensed to practice law. Brooks charged immigrants, mostly from Latin America and India, with fees ranging from $3,000 to $16,000 from the years 2003 to 2017.
